Utility Plan Approval Process

Utility Plans are updated from time to time so that projects being considered for adoption into the 208 Regional Plan rely on current information. Utility Plan Amendments follow this same process.

Typical timeline
Plan for about 3 months minimum from submittal, plus time for revisions. The Final Draft is due 2 weeks before the membership meeting. Add 30 days if a 60-day Public Notice is required (see Phase 4).
Eligibility
The Utility Plan must be updated and approved under the current Utility Plan Policy before any (Reg. #22) project can be considered. Continue to Phase 2.
Submittal & Completeness Review
Submit the Utility Plan electronically. It must follow the Utility Plan Policy Document and address and include all sections. Submit all reports to mthomas@nfrwqpa.org.
Initial review for completeness against the Utility Plan Policy. The Association Manager may reject a submittal that does not follow the outline and checlist with the Utility Plan Policy Document..
Committee Review, Notice & Referral
Once the Association Manager accepts the submittal, these happen at the same time:
The Committee conducts its review of the Utility Plan.
Notifies membership by email that a Utility Plan has been submitted and posts it on the Association's website.
Staff distributes review copies to local referral agencies as required.
Tip: It is best to have referral agency comments and signatures in hand before the Utility Plan goes to an Association meeting.
Revisions & Final Draft
When the Committee's review is complete, a meeting is scheduled with the submitting agency to go over findings, edits, and suggested corrections.
Make corrections, clarify statements, and issue a FINAL DRAFT. It must be received two weeks before the membership meeting. It will be referenced in the meeting agenda and posted on the Association's website.
Tip: Association membership meetings are the fourth Thursday of each month adjusted for the holidays in November and December.
If a 60-day Public Notice and Comment Period is required: an additional 30 days follows the notice period to resolve conflicts, including referral agency or public comments opposing a Utility Plan, Site Application, or 208 boundary modification. All conflicts should be resolved before membership consideration.
Membership Decision
Present the Utility Plan's main topics, goals and objectives, and highlights, followed by a Q&A session with membership.
Note: If the Utility Plan was submitted as part of a Site Application or 208 Plan Amendment, both items are considered and approved at the same membership meeting.
Membership votes on the Utility Plan and related Site Application and/or 208 Ammendments. Sign-off forms are completed after the meeting based on the action taken.
